Somebody just posted on another thread that their new tenant ran up the electric bill that the landlord pays; see it here:http://www.biggerpockets.com/forums/52/topics/38578-new-tenants-electric-bill-sky-highTenants won't conserve utilities unless they bear the burden of paying for it.

A friend of mine that owns restaurants there said that they are starting to hire again in the RV industry.I don't really have details but if that bears out you should eventually see a pick up in demand for your rental properties.Good luck
