I hate to suggest them, because they practice unethical, in my opinion, business practices to get their desired result, but I have been where you are before and been seriously taken advantage of and it cost me my credit, health, etc.

I mean, kudos for the dedication, but that would be too many for me.But to answer your question, yes, direct mail to folks that are behind on taxes seems like a good strategy to find folks that are in generally poor financial health.
