If this is something you regularly encounter with new tenants, I would recommend getting a checklist lined up for lease signing walkthrough so you can make sure all your points are covered before the keys are even handed over.

I didn't dive into great detail but to me it doesn't seem like the contract between tenant and seller is a legally binding one, but I am not sure.

Your list should show that if it has owner info.I would mail monthly and track the results in detail including best day to mail, type of piece that gets results, owner occupancy, area and type of property that gets best results etc The more you test and track the more patterns you can uncover.

Are their listings detailed with good quality photos?

Our agent is going to scout out this bungalow and another duplex in Watertown for us this week and give us more details.
