Just as you described, no electric, no gas, no water and the bank would not turn on for inspection.I called each utility company and asked when was the last time service was on at property and what steps were necessary to restart.

I don't even pay for basic inspections, we just make sure there is nothing obvious wrong with a unit (no leaking water, electrical is not knob and tube, etc).
