You can bill back to the tenant if they caused them, but they have placed the responsibility on the LL because they're trying to curb the spread and know the property owner is more likely to manage that than a tenant especially in a MFR situation.

I am a project manager currently working for a commercial General Contracting company and have a small contracting gig on the side I am working on ramping up, focusing on residential and commercial remodels & all demolition projects. 

I manage around 400 rentals with 14 years of experience and have never been sued once.

If you're going to do that and want cash flow, you'll very likely need to at least make some cosmetic improvements to the units to raise the rents and then manage efficiently.
