Some places have legal requirements for present a tenant with a reason for rejection.I found it is best practice o always give your applicant some type of rejection notice.

I hired a process server last week to deliver a "notice to perform" letter to is address last week and so far hasn't been successful either.

Give them a 30-day notice to end the tenancy if they don't sign your new leases. 

Would we have to provide the new tenant with a notice?

Also, I’ve noticed that some realtors don’t want to meet with me because I don’t have my proof of fund letters but how can I obtain that if I don’t know what kind of deal I’m looking at?
