I also wanted to change the lock for the remaining 2 tenants's safety but they don't want to pay for the new keys stating the one who left need to be accountable for his actions.

@Daniel Fazio - Sounds like you are letting fear get in the way of action.

She could put down the hoa who's threateng her with the proceedings and once filed it stops all liens foreclosure repossesions, EVERY ACTIONS CREDITORS USE TO TAKE BACK PROPERTY IS STOPPED dead in its tracks right then and there for at least the time  being.

I have a plan which I believe is actionable.

Fire alarm, running toilet, broken windows, furnace filters, lose or rotted boards, filthy tenants, unwanted pets..... the list goes on.
