I know it's atypical and extreme but here in NYC, plans are only accepted if prepared by licensed architects,  and permits are only issued to licensed contractors after proof of insurance and worker's comp compliance.

I understand that the condition of the property itself may result in compromised collateral for the loan, but for cryin' out loud, that's why hard money lenders charge 5-8 points going in, 10-15% interest and a one year balloon.

Apart from the what's already mentioned, I would suggest being extremely thorough in your underwriting (esp. at this stage of the cycle) and having a finance partner who can take care of all these things in detail.
