There are locations where even commercial space on "main streets" as you describe are difficult to lease or costly to fit out for tenants.

They nicely issued me one for next week instead when I asked for the different dates instead of making me resubmit for April but I am trying to get a fit out for a restaurant done that is going to generate a few million a year in revenues aka tax revenue for the city, why in the world don't they want this done sooner?

You can always use a 203k or HomeStyle to fit out the property to become a conforming unit.

If you use these filtering, most likely you will have 1 or 2 duplexes will fit out of 50For rental comps, I typically use Zillow or RentApp.io which give pretty close estimates.

Most home owners are only familiar with California Closets pricing and automatically perceive closet fit outs as being expensive.

However in most circumstances I've seen, the tenant takes the space and completes the fit-out on their own with their own Architect/Engineer & Contractor. 

Then do a decent interior fit out for under $100k.
