Paving the driveway, fresh paint or repairs to stairways/decks, adding some landscaping or a tree, and upgrading appliances like washers/dryers can all increase perceived value.

I learned in the past week the housing authority in my area stopped approving rent increases May 1, 2025.

Everything depends on so many variables that change on a somewhat regular basis - timing of the year, contractors, availability of good contractors (hopefully personally doing good & not increased costs), availability of inventory (good deals), financing, increased cost of materials/labor, etc.

Basic answer, but to increase cash flow you have to increase income or reduce expenses. 

my firm does foreign national loans all the time. it's not an issue. any loan officers you talk to that are confused by that are not well informed. you're looking at an LTV reduction and a slight increase in rate maybe, but it can easily be done.
