I BELIEVE you will also have to come out of pocket for much of the work before the exchange unless you live in a dream world where you can purchase, permit, and build VERY quickly.

Can you actually improve your NOI by reducing the NOI on the 1031 property and using the cash to purchase new property - that is the test.If you ultimately decide to sell that property, you would need to  utilize another 1031 exchange. 

I'm unclear if this is possible or is but very difficult- that is purchasing an investment property within an LLC that has a mortgage.
