How to get tax lein/deliquent list in California?

Hello BP family, I am trying to get a tax lein list from Los Angeles county in California. I have called the county tax assessor this morning, and they said they do not have those lists to sell and ask me to contact the tax collector office. They also said they would only disclose information with auction properties.Is that true? I have heard on BP podcast that investors have pulled lists from the county record. Could someone please shine some lights?
