Should I contact the owner?

I saw a vacant junker in a poor area surrounded by other junker homes. Should I contact the owner anyway even though the area is poor?

Yes.

You never know what the situation is on the other side.  I've done that before and got a small piece of land for nearly nothing because the owners were old and didn't want to pay the $25 property tax anymore.
