Seller won’t allow showings

I found a duplex that I am interested in buying. It is fully occupied. I asked to go see it but seller said we don’t disturb our tenants without an offer. I made a low offer since I have no clue what it looks like inside. Then seller said I can’t show it without proof of funds. Sent that over and now I am getting they won’t disturb tenants until we agree on a price. What am I missing here? I don’t want to increase my offer until I can verify what I am buying.
