Choosing between 2 properties

Hello,

Need advice from buying experts. I am eligible for a VA loan up to $800k and would like to buy a multi-unit building in Chicago, IL. This week I saw two properties that I am interested in bidding.

- building 1: 4 unit, all brick, double lot building, none of the units have been updated, but all are rented out, one room doesn't have a closet it's across the hall, spacious, enclosed porch, no washer and dryer in unit, and no garage.  All units are 2 bedroom/1 bath. 

- building 2:  siding 2 flat, upper unit is duplexed up, garage with long driveway, both units have been updated, washer and dryer in unit, open floor plan, no basement. First unit is 3 bedroom/1 bath, second unit is 4 bedroom/2 bath. Lots of new construction in the area.
