BP podcast says 8-10% passive ROE is achievable today. Where/how?

I would love the BP community's help. Where are the passive 8-10% ROE/COCR investments in 2025?

Dave Meyer said in this week's BP podcast that there are 8-10% ROE in today's market. It sounds like he's implying that ROE (return on equity) is the same as COCR (cash in cash return)??

I would like to start harvesting my gains and turn it into better cash flow. Im getting 3% ROE/COCR right now. 

Is 8-10% achievable passively? Must count ALL expenses: CapEx, maint, vacancy, PM. Location matters, I'm not willing to buy in poor locations, need to be B/C+ type neighborhoods or better.

Or do I just need to start lending if I truly want that 8-10%+ in the form of cashflow?

diversify in to Debt be the bank .. 8 to 10% gets you cream of the crop first trust deeds full stop. 10 to 15% is easy as well with a little work.. Of course this is interest income but should offset low cash flow rentals. And done right MUCH MUCH less work and Much more passive.
