Dsrc refinance/ second mortgage

Hello,

I have a property I am looking to refinance. I am mostly intrested in a DSRC loan. The goal is to take out some of the equity I have built in the property. I currently have under a 3% intrest rate on my original loan making a second mortgage or heloc very appealing as I only have to pay higher rates on a smaller amount.
