HELOC Options for ~90K Free & Clear Duplex, Credit Score 699

I'm looking for alternatives to selling my small investment duplex to buy a house (possibly househack) closer to where I work (40-50K), make upgrades to investment duplex (5K), and personal needs (20K). I own the duplex free and clear. Rents for 1K/mo, brought to market ~1,200/mo, PITIA ~250/mo, estimated to sell at ~90K.

I took a drop in credit score when I closed all accounts (debt free) three years ago, but I added a 3K car loan and 1.5K credit card in the past year, which brought it up somewhat. I just applied for a HELOC at Figure and was denied with a credit score of 699. Reason for denial: Property value or type of collateral not sufficient. I'm not liquid.

Any recommendations for more flexible HELOC providers?
