Home Drywall vs painting

I just rented out my first property and my tenant wants to put up wallpaper in the house similar to what we already had in the house. She is asking to have the current wallpaper replaced as a couple of corners have rolled up. So my questions is:

1) Should I just remove the wallpaper (in the powder room) that we left there and have a blank wall or have it replaced?
2) Is it normal to let a tenant paint the walls themselves and add their own wallpaper as they please?
