Advice on Pool Resurfacing in Texas

We are in the midst of resurfacing the pool for an apartment complex in TX and were provided with three options as follows (from least to highest cost): 1. Epoxy coating 2. Standard plaster 3. Pebble plaster. Additional info: We are leaning towards option #2 to save some money (roughly 3.5K)/Plan to sell in the next 2 years. Does anyone here have experience with this? Any recommendations are appreciated TIA.
