Washington State’s Rent Control
On May 7, 2025, Governor Bob Ferguson signed HB 1217 into law, enacting statewide rent stabilization measures with immediate effect. This legislation introduces new compliance standards for landlords and property managers across Washington.
Key Provisions:
- No rent increases allowed during the first 12 months of a tenancy
- Annual rent increases capped at 7% plus CPI, not to exceed 10%
- Maximum 5% premium allowed for month-to-month rentals compared to fixed-term leases
- 90 days’ written notice required for any rent increase
- Notice must be personally delivered or, if not possible, posted on the property and sent via first-class mail
- Rent increase notices must include specific language mandated by law
- Tenants and the Attorney General may bring legal action to enforce compliance
- Civil penalties up to $7,500 per violation, plus attorney’s fees and damages
Landlords operating in Washington should review their lease terms and notification procedures to ensure full compliance with the new law.

As if Washington state (Seattle in particular) wasn't oppressive enough? In 40 years there may have only been once when I raised above 10%. An easy tool to get rid of an undesirable, gone. Oh well. I have noticed an upswell of apt buildings for sale. Some that even meet the 1% rule, which I have not seen in a long time. The evidence is there, landlords are leaving(corporations arriving), but the onslaught to chase landlords out continues.
