Are DC SEU rebates (up to $15,000!) qualifiable for landlords?

I applied for appliance rebates for a rental where I pay the utilities.  Being questioned because the installation address is different than the mailing address.  The rebate is for homeowners or tenants but because the electric bill is in my name, and not the tenants, figured I'd qualify.  Any DC landlords out there who have received any sustainability electrical utility rebates?
