Found a cistern in the basement

Purchased a circa 1874 "unofficial" duplex, 2600 sq feet for 35k in an estate sale.  Two bdrm up "inlaw" and 3 bdrm down.  Plaster and lathe and LOTS of wallpaper to remove (thank you fabric softener).  Separating the heat...already separate gas and electric meters.  

Found an old cistern in the basement with possibly an active feed pipe for rain water.  Want to eliminate any safety hazards as this will most likely have S8 renters.

Any ideas? I imagine remove feed pipe, pump and concrete in?
