Do I need city permit to install submeter for ADU utilities

Hi 

I am completing ADU project in Redwood city, This is a legalization of the unpermited garage conversion.
I plan to rent both main unit and ADU and move away to a different place. Do I need to pull the city permit to install the sub meters for utilities ?

Not an expert here, I would check with the building department. As a general rule, anything mechanical electrical plumbing or structural requires a permit. Not sure if they allow sub-meters on ADUs as then it would be a truly separate unit. Check with building and safety.
