Flooring on a rehab -- carpet, tile or laminate?

Forgive me if this is a really newbie question (well, I am a newbie  ), but what is the best option to go with when redoing flooring on a rehab project, both from a cost perspective and resale factor--carpet, tile or laminate flooring? Thanks!

rich23s,
Home Depot sells a product, it comes in a roll, its orange in color, its flexable plastic, it has little squares imbossed in it.....Sorry I cant rmember the name, but its in the tile and flooring area, ITS slick, put your floor prep down, lay the orange membrane over that, let it cure, come back tomorrow, lay mastic and lay tile. They make a version for the floor and for the walls. Its a water barrier and we have layed right over the subfloor and not one crack has developed in probaly 10k sq.

The stuff is very cool and very easy and we like it because it fast !

Try it much easier that cement board....
