RUBS recommendation in Pittsburgh?

Anyone using a RUBS (Ratio Utility Billing Service) in Pittsburgh that they can recommend? I have a 5-unit mixed use building and want to use RUBS for water for all 5 units, and for electric between 2 of the commercial units (the other units already have their own electric meters). Thanks!

@Kimberly Reed for 5 units the RUBS study that you'll hire someone for is going to be more expensive than it will be worth. You could just have submeters installed for water. 

For electric it adds value to your building to separate and saves you cost (improving NOI and thus value) so I'd just do it that way.

Thanks for your response @Anthony Angotti. I agree that long term, submetering is best. I was trying to avoid the upfront costs right now, as there are a number of other repair/maintenance issues that are a higher priority. 

Do you have any recommendations for folks to split them? Property is in Brighton Heights.

 @Kimberly Reed. Did you ever find someone to implement a submeter or do a RUBS study?
