Buying ahead of Gentrification

I am new to property Investment but have always kept an eye on the market. Locally Evansville has been making big pushes for Gentrification in the downtown area. That being said the Rei and CoC Look to be in the Range for a good duplex. The question I have is if they Stop all the work will it tank the Appraisal? If they continue the work, I can see it going the through the roof. What they have completed thus far looks amazing, but will it stop after Reelection?
