If a property of interest has a realtor sign in the front, do I contact the owner with a letter of intent or the Realtor with a letter of intent?

Just moved to Tacoma, Washington and looking to start in real estate. Tried in Arizona a year ago but didn't pan out. Do I need a realtor license to start wholesaling? Can anyone recommend a mentor in the Washington area?

I am wanting to start a real estate wholesale/investing business. I've never done any real estate wholesaling/investing before. The fear of failure is lingering in the back of my mind.
1) how do overcome this fear
2) how do I differeniate to true REI vs the 'scammers'?
