My brother needs a letter from a cpa stating he owns 100% of his company which he does and they have his operating agreement stating this.The letter is not asking for verification of tax returns, finances, or employment. All they want is a letter stating he is the sole owner and signed by the cpa. Problem is he doesn’t have a cpa or never used one. His loan is ready to close once he supplies this letter. Not sure what to do….

Call Alan Horowitz at The Evictors in Oakland he will bring you up to speed. His prices are pretty fair but like the guy above said you will be the only person from this area to take that route but you have to do what makes you comfortable.

The property will definitely be reassessed. From what l can remember the transfer fees are minimal when done as a gift. 

The first thing you will need to do is talk to the zoning dept to see if it's allowed and what the requirements will consist of. If you're giving the go ahead you will need to hire an architect from there a contractor etc. Going with your initial plan would be a lot more  cost effective than tearing down the garage.

You will definitely have to increase the size of that main line it's just to small for 3 units. Any licensed plumber or GC and can do a fixture count with distances and aize out your water line you can probably google the chart info and do it yourself

just revert them to two prong outlets it will be easy and cheap.

If they have to do a reinspection it is limited to the failed item/items. However if you have another violation in plain sight like a cracked window or leaking faucet they could call it  but generally they just look at the failed item/items

they will definitely ask you for a set of plans to show what is there now, which will include a site/plot plan. You will have to bring everything up to code if it is not such as egress windows in a bedroom, electrical, plumbing etc. The plans will not be any big obstacle to overcome so don't worry. Oakland like most cities want ADU's because of the shortage of homes to house our citizens. The planning department will give you a detail list of what the need. They also have you to remove some sheetrock or other areas to take a peak and make sure everything is ok. Also keep on mind the the tax assesor will reassess the property to include the new area at some point. It is much easier and simpler than it seems and lf it is doable by the city l would go for it.

I would go for it because the amount you will pay to make everything code compliant will be many times cheaper than building from scratch.

City will probably let you legalize it as an adu. Send them an email or call with general questions without your exact address until you feel comfortable. With the housing shortage rules for adu’s are much more relaxed and don’t have to conform to the standard building codes in many cases.
