@Dustin Oien I am still interested in the Houston & surrounding area. I would prefer a turnkey since I do not know any contractors in Houston. All my construction contacts are here in Beaumont. I would need a good enough deal to still make enough ROI after putting it in the hands of a property manager.
I am not opposed to an off market property in a good area that I could force some equity into.

@Kevin Wood The houses did not flood and did not suffer any major damage. The only factor that makes me concerned about rent is the fact the entire city does not have water. I did not know if rent should be prorated for days without water or its considered a natural disaster and rent should be expected in full regardless of this fact.

Im in area affected by Hurricane Harvey. We do have electricity. We have no water and the roads are seriously flooded and the roads out of town are closed or cross at heavy risk. I have a few single family home rentals in the area as well.
1) How does this affect the procedure on rent? Do I charge my tenants rent if they are still occupying the dwelling? What if the evacuated and cant come back?
2) I also rent a commercial location myself for a different business. Am I obligated to pay my landlord for this commercial location??
3) I have a vacancy but does not have water. I should wait for water to be restored before renting it out?? There are many people here who have lost their homes and need a place to stay.
Any other suggestions in dealing with this disaster would be appreciated?
