In Texas, IRS liens have their own rules.  If they were notified at least 25 days before the sale, it extinguishes their lien, however they have the right to redeem it for 120 days at 6% pro-rated.  In many cases, the IRS lien does not cover the property and if it does, they are very often willing to negotiate.  They do not want the property, they want cash.

As far as liens go, the non-governmental liens are extinguished and governmental liens you inherit when you buy the property at the tax sale.  There usually are additional taxes due after you purchase the property.  for example if you had bought a property at the sale today, you would have to pay the taxes for the entire year even though you didn't own it until September.  It is also possible that it took a long time since the judgment was rendered to get it to the sale and you could owe a few years of taxes if the judgment was several years ago.  sometimes the county brings them up to date in the minimum bid but not all do.  That is part of the due diligence that must be done.  There are several other things that you should be concerned with.  Send me a PM and I will try and help you.  We bought 3 properties today in Texas for our investors.

Not sure if you really mean tax liens in your questions.  Texas is a tax deed state, you get the property, not the lien.  Since you are in Dallas, there are meetups that do not cost much that to over the differences and you can learn without multi dollar courses.  Send me a PM if you would like to learn more.

Pretty hard to flip tax sale purchases here without a title policy which you usually cannot get for at least 2 years.  I would suggest you start with vacant land as the prices for occupied are going way too high to make them attractive for a flip and your redemption period is shorter on vacant land than occupied may be if it is a homestead.  Once again, the real answer is much longer but that is my opinion is a shorter format.  Feel free to send me a PM and I can explain further.

If you wish to buy it before the auction you had better see if you can get a title policy first.  If not, it will not extinguish any liens.  That only happens if bought at auction.  I will be in your area in September and have been asked to host a meetup for Houston investors about tax deed sales.  Send me a PM for details.  I started buying tax deeds in Texas in 1992.
