Sorry for the typo, I meant 'Non-refundable Pet Cleaning Fee' above and we are in AZ.

Are we required to provide usage split for 'non-refundable' pet cleaning fee as part of move out deduction. The tenant had given $500 refundable cleaning fee and $200 non-refundable pet cleaning fee. After move out, the tenant is asking to deduct any house cleaning (kitchen appliances, bathroom) charges from pet deposit first and then any remaining amount from refundable cleaning fee.

Our last tenant moved out of the house on Dec 15, 2022. As per AZ law we have to send out itemized deduction letter within fourteen days, excluding Saturdays, Sundays or other legal holidays. We were out of city for few days and getting the estimates for paint job (for patches/damages due to unapproved decoration) from the different contractors took time. We mailed the letter on 13th business day and it reached tenant's location on 15th business day. Tenant is saying we were late and required to pay additional amount for refund ?
