Are tenants still protected from eviction, under the CDC declaration, under a month to month lease?

The front yard of my investment property needs some love.  Now, I have a trusted landscaper ready to pull out the weeds and plant something hearty that's requires little maintenance; which is where lies the problem. I'm reaching out to the BP community to inquire as to what are the best low maintenance plants for the area pictured below.  Please let me know if I need to provide additional context and thank you in advance.

Investment Info:

Single-family residence buy & hold investment in Ft Worth.

Purchase price: $198,000
Cash invested: $10,500

The house was purchased as a first home through conventional financing. Some CAP EX improvements carried over from the purchase agreement increasing the appraisal, ultimately avoiding PMI. The unit rents for $300 over all expenses and I'm curious about selling soon, in this seller's market.

Great neighborhood and had extra cash
