We pay HOA for around $390. Please share non-expensive and good insurance company?

I'm planning to buy 2-3 br townhouse/condo ranges 280-340k in Concord, Martinez area (within 1h driving to SF downtown).

I heard lowball offer (15-20% discount) work sometimes outside of Bay Area for old (2-3 months) or new listings.

Do you think it would work in the Bay Area (let's say 1 out 30-50)?

What questions you would ask the home inspector to determine how good is he doing his job?

1. How long have you been in the business? Inspection since 2000

2. Why did you get into this business? 

3. How many clients do you have? 5k 74

4. What sets you apart from another home inspector? 

5. How do your fees work? Condo - 440, townhouse - 495 

6. After hearing my needs, what do you feel is the best strategy for moving forward? Within 4 days out.

I'm thinking to buy a 2-3 bedroom condo/townhouse. Is it a good idea to live in own property and rent out other rooms?

In a situation when a roommate doesn't pay rent what are the leverage tools to force him to pay in California(except checking his credit story, job offer)?

@Dave DeMarinis Thanks, Dave. Preventative maintenance and Vacancy rate are both calculated from Monthly rent? If it is a Condo with HOA fees $400 per month?
