@Jasmine Wilborne I think it's most helpful when there is some value you can provide them (even if it's not now, but in the future). I don't know where you're at from an investing perspective, but when I do some of these calls I make it very clear that I am going to be needing a property manager as I grow my portfolio. That lets them know that there is a possibility you could do business in the future and gives them more incentive to help you out.

@Ned Carey PHA's are the public housing authority, the regional group that handles Section 8 in each area. So even on Go Section 8, the listings and inspections are still handled by the PHA for that location.

@Aibek Akmat, a quick "hack" to understand rental demand is to look at Craigslist. You can keep tabs on open rental listings and see how quickly they are taken off. Also, feel free to call a property manager or two in the area to ask them as well. They'll give you some solid information.
