Yes and no.

Fed guidelines apply only to fed back loans.

States can regulate what goes on within the state itself excluding the above.

Greetings

It is the job of the probate administrator, since there is no will, to get the highest and best price that he can, because it is his job to protect against diminution of the value of the estate.
This makes it his call, not the call of the lender.
That being said, why not meet in person with the adm. in order to educate on short sale and the process.

Greetings:

I am active in helping people buy time to stay in their homes when they face financial issues.  That being said, ALL short sales need to be listed with a broker per bank requirements. If I am unable to keep the owner in their home, the owner lists with a selected broker that lets me deal with the lender, (letting the broker keep the fee as earned, as they should). If it works, its is a win for the owner, the broker, and me.

Who will negotiate with the lender if you let your "experienced in shortsales" agent go? The owner will still need to list with with an agent?

Greetings and Welcome. Well, as a Boglehead, a house hack would suit the style ;)
West Haven and East Haven are not bad, but have pockets. A few drive-throughs will help.I'm often in that area. On site is the best teacher.
I can't speak to the shoreline other than it being, at the least, more expensive.

Greetings.

Public Adjusters are very useful when your insurance company is not. They are commission-based. As a caveat, I would just point out that generally their commission is based not on what they negotiate above what you offered but, rather, upon the total amount paid. That means, if you were offered X dollars and they negotiated 2x as a payment, they are entitled to a commission on 2x.

Welcome.

Newburgh can be hit and miss. Parts are good, part not such much (murder capital of NYS if I recall).

I think Pok is high in price ... it has been fished for a while.  Need to keep a sharp eye out.

If you don't live there, there is a Pol stop on Metro North; nothing on the other side of the river @ Newburgh. How will you commute? It's at least 60-90 minutes by car from NYC depending on where in the city you are.

Is a property manager worth it? Will they manage the work, or just the completed project? If the completed project, who will do the work? If they do the work, who will inspect it for you?

Many considerations abound.

My experience has been in NYC. The units stay stabilized generationally. Parent to live-in child and so on. Exercise caution and diligence.
