You could always do some online research in your area and find a decent ballpark for those room rates - look at what rooms are renting for on Craigslist in your area code - as well as any other rental sites that allow people to post rooms for rent. And from there you can always post the ads for them and gauge the level of response you get for them at that initial price. If you're not getting much action, drop em down a bit and try again.

Most counties these days have access via their websites. So for instance here in Washington State I can type in "King County Parcel Viewer" and I can type in either address or parcel number for all info. Also, most of the time Zillow has a little link that says something like "County Website" - that takes you right to the info as well, although the property has to be on Zillow for you to do that. That will get you owner info, but not any list of violations. Usually you can see permit applications, taxes, value, sales history, etc., but it won't show you property manager info or violations.
