You can buy a home in Memphis, TN for an amount that’s less than a fraction of a down payment in California. Same with Illinois. Other places as well I’m sure, but those are the two with which I have experience. I imagine there is some tool or blog post here on bigger pockets that will show you how to choose another such area or feel free to message me and I can point you toward some people in Memphis and Illinois that can help.

Hello! My business partner and I recently bought our first SFR income property in Memphis. We have established a great team there and we are looking for more homes. We'd love to connect with other people investing or looking to invest in the area.
