Each resident's sewer cost is based on their water use as measured by the submeter just as the landlord is billed for sewer based on the water usage measured by the property's city water meter.

First place to start is determining whether or not each unit has it's own hot water tank and main shut off valve.  If this is the case, submetering is going to be possible.  Probably will cost about $300-500 per unit installed by a submetering company like Guardian Water & Power which is based in Ohio.  The meters are read remotely by Guardian Water & Power either by an internet connection on the property or over 3G if internet is not available at the property.  Guardian's system's provide leak and tamper alert detection.  It's a no brainer to have the submetering company bill your tenants.  There is no cost for the monitoring and billing service as the small billing fee of $5 is just included in the tenant's bill.  Plus, it's more professional to have your tenant's receive a formal utility bill in the mail from Guardian versus something from the landlord.

If each unit does not have it's own hot water tank and shut off valve, then RUBS is going to be your best option.  Guardian also provides RUBS service and there is lot's of information on their website about submetering or RUBS.

@JC K. Sensus or Neptune meters are going to be your best option for a MHP in Montana.  If your park has a lot of sediment in the water then you are should opt for an ultrasonic meter such as a Sensus iPerl meter. Contact Guardian Water & Power for a competitive bid.  Guardian provides submeter system design and installation, remote monitoring, automated leak detection alerts and utility bill back services.

RUBS is going to be your best option.  Contact Guardian Water & Power, they will help you.

Submetering is not permitted in New Jersey for apartment building's built before August 28, 2011

Justin Davis RUBS or hot water allocation submetering is probably your best options. Guardian Water & Power is a third party utility billing company in Seattle that offers both services.

Guardian Water & Power is a third party RUBS utility billing company in Washington state. They provide lease agreement language that holds for utility bill back as well as resident introduction literature. RUBS is permitted in Washington state with certain restrictions.

Nope GWP services properties all over the US and it's all done remote over 3G.  The wireless 3G meter kits are "DIY" but then GWP handles all the billing services
