I have lived in Texas since 1961 and for the most part have not experienced foundation problems. They do exist but you should be able to identify them before you purchase.  A home inspector will identify the potential problem if it exists.  I think the problem is not as severe as it was twenty years ago since Texas has less subsidence problems today.  There are places in Austin where houses are on mountain sides (most of you would call them steep hills) and the foundation may have resulting problems if the building foundations are not properly built.  You can see foundation problems by looking at the foundations from the boundary or by looking inside the house.  As for watering the foundations I don't know anyone that does that regularly.  Almost any level of due diligence will identify the potential problem is it is a real issue.
