@Karen Williams congratulations on taking the leap forward on your real estate journey. Do not get discouraged your first property is always the most challenging to find. Fresno is a great area to invest.  Fixing and Flipping in the area you live has a lot of advantages.  Stay focused and a deal will present itself. The 70% rule is just a bench mark not a hard and fast rule.  Run your numbers at 70%, 75%, 80% even 85%.  Getting that first deal under you belt is most important. The metrics in Fresno are in your favor now but still plan for multiple exit strategies.  If the market slows could you live in it, can you rent it and cover your expenses.  Look at rents month to month, Air BNB, traveling nurses.  Best of luck.

@Jeff Brown, Jr your assumption are a little on the high side which is good. Take into account @Kenneth Garrett comments. 
The release fee is what it will cost to ready a vacant unit for new Tenants. It may include small repairs, cleaning, paint touch up. Your property manager my also have a fee for finding new tenants. 
If you budgeted $1200 you would be safe. This number assumes any large repairs would come from your maintenance budget and if you where to need to replace the floor coverings or any other major item this would come from your Cap Ex account.

@Sat Ram Fresno is a great alternative to OOS investing. Fresno offers as good a return as most OOS investments I have analyzed. 
I can recommend @Jeff Zimmerman. Jeff has tremendous local knowledge and it’s a multi family investor himself. Good luck

@Wenqian Guo house hacking is a great way for you to turn your high rent into a strong financial future.  I suggest you work with @David Greene Team. Not only is David our favorite cohost of the BP pod cast but his team has help many clients in the Bay Area find their perfect house hack. There was even a resent episode where David and Branden interview several of David’s Bay Area house hack clients. @Kyle Renke is a member of David’s team and maybe a good first contact.

@Steven Bassler welcome to BP. Starting with a four plex and living in one unit is an excellent way to begin your real estate investing career. 
You are wise to research the area for safety. It will determine the quality of the tenants you will attract. Better quality tenants can means less headaches for you the owner. But many investors have made a viable businesses serving lower income tenants.  You would want to do this by choice not by surprise. I suggest spending time in area. Use programs like Rentometer to check and compare the rents to other parts of town. There are several programs you can use to check for police reports. I use crimereports.com. Then compare that to other parts of town. Also check out areavibes.com they usually have good descriptions of each area of town.  
See if you can find an investor meet up in your area and talk to local investors about their experience in that part of town. 
Final suggestion fill out your profile. The BP community is a good place to get input on the area in question but we don’t know where your at.  For example I am form Mountian View, CA a four plex cost much more than $350,000 but there are no bad parts of town.

@Lisa Hill congratulations on the equity you have built in your rental.  You are wise to be looking outside the San Jose area. Many places can provide a higher return on your equity. 
In the Fresno area I can personally recommend @Jeff Zimmerman as a great agent to work with for investment properties. He is not only an agent but an investor. 
As far as selling your property in San Jose you should consider talking to @David Greene Team. He is not only are favorite cohost of the BP podcast but he and his team are Rock Star agents in the Bay Area. David can thoughtfully walk you through FSBO vs using an agent. For what it is worth I have been in the Real Estate game for a long time and have always used a broker to sell my properties. They always earn every penny.
