I would definitely repaint the cabinets and replace the doors to update the look. At an absolute minimum I would add some moulding to the doors to add detail and replace the hardware. This will completely transform the look of the cabinets at minimal cost.

The layout isn't too bad. I would definitely replace the countertop with laminate for minimize cost, upkeep and maintain ability to keep clean. Tile causes issues with grout discoloration and cleanliness, especially in a rental. You can increase the countertop depth on the "L" to create a breakfast bar at minimal extra cost. (See a very similar layout below)

Regarding flooring, definitely stay away from hardwood or laminate due to high probability of water spillage in the kitchen. Ceramic tile or vinyl are much better choices.

Just as some background for everyone, in Germany a 2 room flat (apartment) means that it has only 2 rooms, not 2 bedrooms. In addition, laws in Germany are much more tenant friendly than North America. Perhaps give each apartment area in qm or square feet.

It doesn't sound like the current tenants will have any incentive to move. You might have to evict them for causing excessive damage or perhaps misrepresenting income on a tenant questionnaire? http://www.meineimmobilie.de/vermieten-verwalten/m... You might be waiting a long time otherwise.

If you prefer a more positive approach you can try to find them another flat they may prefer, however this requires more time and may not be successful. There are a number of ways to approach the problem. It is best to find a solution that works for both sides.

Finally, you may try to redevelop the property into 2 4-room apartments. This would get rid of 2 families and result in higher rents, which would probably get rid of the other 2 families.

I have some questions. Would you still want to keep the tenants there if they were being charged market rent? Are you worried about their ability to pay? Are they causing disturbances to other tenants? Are they damaging the property? If your objection is to how how they are living, you can't legislate this.
