Do small local credit unions in Canada hold their loans and mortgages in their own portfolio/title?

Would you post more in free ads? If so, what would you include?
I would like to know how I could word an ad for online sites, the paper, etc., that would attract motivated sellers while conveying the fact that we only buy at a discount since obliviously I wouldn't want motivated sellers calling expecting to sell at market value or motivated sellers calling and being shocked and offended when I offer 50-70% market value.

Please don't tell me that Kalifornia is safer than Ohio, as I was in San Diego just a couple of weeks ago. I stayed at a 5-star Hotel - the US Grant in the heart of San Diego. I can tell you for a fact, that there are more drug dealers and other scumbags in a 3 block area there than in any lower class neighborhood here!

I would say that the worst areas in my city have the following problems:
1) minor drug dealing
2) Welfare renters
3) break in and minor crimes
4) Very sparse violent crimes (ie. gunshots, stabbings, beatings, rapes, etc.)
But, I could definitely walk down the street in the worst areas at night and not really be worried.
Does this sound like something like an area you guys would consider?
