Post: Possible Condensation Problem

I bought a triplex. I am having the apartments painted and after painting it the contractor came back the next day to find that in certain sections the paint had started to run. Previously the drywall had staining throughout the apartment. I am thinking it is a condensation problem. I was just wondering if anyone has had this problem and who should I call in order to solve it? Thanks in advance
