I'm looking to do my first wholesale deal & was wondering where in San Diego are the best locations to find a motivated seller?

1) If someone has registered a ph# on the DNC list, does that also mean you cannot send a text message to that same ph#?    2) Also... is there  another service besides the National DNC Registry (donotcall.gov) that can verify whether a ph# is registered?   They keep telling me that I've reached the maximum number of online requests.                                 Thank you.
