I have been looking at hud homes to get started and get off the fence , i have seen a few homes that show money in escrow. Is that money available for use in the repairs of the home by the buyer?

i need to rehab the property and get it rented out. I hold my electric and hvac license so i will do that work myself but im needing funds to get the property up and running. Thanks for the response.
