Once a deadbeat, always a deadbeat.

They may use the money to pay off existing bills but an empty credit card is a huge temptation to a lot of people. It sounds like they are poor money managers. 

Tough call but I'd pass.

Something else to put in writing is no growing. Marijuana uses a lot of water and most growers use an automated system that can fail and flood the place. They also use very bright and hot lights that use a lot of electricity and are a fire hazard.

If they buy something more expensive you will owe them that amount when they leave. Buy the fridge yourself.

Go to a plumbing supply store. They will have a better selection than the junk stores. Are you sure you are installing them correctly? They need the correct amount of play in the connection between the two parts or they can break or get stuck.

Yes, you can and should. Another layer of liability coverage you don't have to pay for. They need at least 10k in personal property and 100k liability.

You need to talk to an insurance broker. Coverage varies by state. Find an independent broker or agent. They will access to many brands of insurance and be able to answer your specific questions.

Does he do $1500 worth of work for you? Is it worth $1500 to you to have the place in the shape it is in? If answer to either question is yes, leave the rent alone.

BYOAC sounds like a good plan. 

Electric baseboard can be expensive to operate. Make sure the tenant pays his own electric bill.
