You need a survey to answer that question. The land under the fence determines ownership.

Trying to find out if Nevada has a standard state-wide real estate contract used by Realtors? I need it for educational purposes only, not actually immediately planning on purchasing within the state.  Do we have any NV Realtors on the forum?
