In general, there is no vicarious liability for a landlord for the actions of his tenant or his tenant's children. However, you may have some responsibility if you fail to evict after a nuisance becomes known. Stay on top of the nuisance process that you have started with your letter. You may be well-advised to give a call to a local landlord association for referral to local counsel for advice specific to your jurisdiction. Wishing you the best!

I installed a ductless 2200 BTU Gree split system in March 2017 in an 800 square foot unit in warm and sunny Los Angeles. It is in the central living/dining area and keeps even the bedroom cool on the warmest days.

Wow, sounds like the police, city, and utility company are all pressuring you to get rid of this tenant.
But does stealing electricity violate the lease - is it really your problem? You need to have legal grounds for eviction. Maybe causing an unsafe condition, etc., could be found as a condition in your lease agreement.
Every lease and every jurisdiction is different. This probably really does need for you to engage local counsel - an attorney versed in landlord/tenant issues.
