I'd go into one of those building ask for the contact info for a manager or owner and ask them.

Many times these things are done after something happened at one of their places, and they put this up at all of their places. It also could just be a very cautious owner, or one who owns in several areas ,one those areas may require signs, but they put them up everywhere.

It's so hard to give advice for people in other areas, due to laws/regulations changes.

In Rochester if you have the property in an LLC ( or any business entity ) or owned by your 401k you must use a Lawyer. IMO unless you know all the steps and how to completely and properly fill out all documents you should let the lawyer do it to avoid having your case tossed back to square one for some error or misstep. then you'd just be hiring an attorney anyways.

IMO it's a good idea to given them a way to contact you. Ask them to call if something is wrong at the place. Offer them an incentive like $50 if they find a tenant that passes your screening and rents the place. They will ask people they know and feel would be good neighbors they want in the house.

It helps they watch the house when it not rented if they know you care about the area.

When its empty let them use the driveway if it helps them out, it makes the house look lived in .

it depends on the area and tenants to some degree. I do month to month, some tenants aren't crazy about that to start, but if you are a good fair landlord and they are a good tenant you won't have any issues they would stay just a s long.

 DO NO LIE to start a relationship with a tenant, you break the trust right off the bat and are asking for problems. If they think their present rent is low, they may conclude you will jack it up once researching rents for the area.

Many tenants are afraid of being kicked out after a new landlord takes over.

Could only be that, there will be laws for the are that given X amount of time prior to showing having to enter to fix stuff etc. Make sure you follow that. Also meet them just knock on the door and talk to them be nice and respctful, ask them how they like the place, landlord etc. before mentioning you are thinking of buying it.

You need to charge late fees starting now, be fair with them but do not let them try to make demands on you. Please make sure you follow all the local laws/procedures, the thread is kinda long but one thing you may with to do is a month to month lease, in those you can give 30 days notice to move out at any time you have problem tenants. down side is they have the same option.

You house in not unsafe, but costly to heat that is the issue for them be cash strapped. This email is their shot to try and coerce you into what they want to pay. If it's "unsafe" at $750 how is it "safe" at $500/mo

is 1/3 of the security deposit now in limbo? If the 2 qualify and you make it clear you need to screen and approve the new third then ok. I am sure their first reaction was to drop the place die to what happened. Then they thought about it and they want the place. Like I said if any of the deposit was from the deceased I'd ask a lawyer what happens with that portion.

I would check with your lawyer, laws differ in different areas.

You should have a line in the application stating lying is grounds for rejection, you can usually find another reason as a backup, you should have a list of what criteria you use though. I fact several may or may not be part of you application form.
